Legacy names are unique to the server. As James Ohlen puts it, the Legacy name is your “family” name on the server. It is an identifier of who you are, regardless of which character you are playing.
How do legacy names work?
Legacy Title = These are earned by completing achievements. These titles are separate from the titles given in the story (aka “Lord”, “Darth”, “Jedi”, “Master”, “Major”, etc.). You have the option for your Legacy name (aka, the [insert name of your legacy] Legacy or nothing at all as a default.

The system is unlocked once your character has completed their starting planet class storyline. You MUST also be a minimum of 10th level, and you will then be able to designate a Legacy Last Name that is shared across all characters on that server, players can have identical Legacy Last Names.
